Where did you find this? Clearly, they stole the photo and information, and didn't even copy that correctly. I hate the internet sometimes.

The hand-made, gold "Mardi Gras" style mask Elvis was wearing was given to him by actor Billy Murphy, and compelled him to attend the party. The Halloween party was not held at Sy Devore's home, but at Lucy's New Orleans restaurant in Los Angeles, owned by Monte Prosner. Devore's birthday was October 31, 1907, so the party was also a celebration of his turning fifty. (Many thanks to drjohncarpenter on FECC Forum for the information.)
